John Michael McConnell Biography

Mike McConnell is Vice Chairman of Booz Allen Hamilton, where he serves on the firm's Leadership Team and leads the company's fast-growing cyber business. Mr. McConnell joined Booz Allen in 1996 as a senior vice president after retiring as a Vice Admiral from the Navy. He led the development of the firm's Information Assurance business and the firm's Intelligence business, which focused on policy, transformation, homeland security, and intelligence analytics. He left Booz Allen in 2007 after President George W. Bush requested him to become the second Director of National Intelligence. He served as the DNI for two years under Bush and Obama. He had extensive interactions with the White House, the President's Cabinet, Congress, international leaders, and the US business community as the DNI oversaw the vast national Intelligence Community – an organization of over 100,000 people with an annual global enterprise budget of over $47 billion – and had extensive interactions with the White House, the President's Cabinet, Congress, international leaders, and the US business community. Mr. McConnell rejoined Booz Allen in 2009 as an executive vice president in charge of the firm's intelligence division. He was promoted to his present position as Vice Chairman of the company in 2011. Mr. McConnell's work has concentrated on international development and foreign intelligence concerns for almost 40 years. His remarkable career as a US Navy intelligence officer spanned 29 years and included major postings that had an influence on national security. Mr. McConnell served as the Intelligence Officer for General Colin Powell, Chairman of the Joint Chiefs of Staff, and Secretary of Defense, Dick Cheney, during Desert Shield/Storm and the collapse of the Soviet Union. He was the Director of the National Security Agency (DIRNSA) under Presidents George H.W. Bush and William J. Clinton from 1992 to 1996. As DIRNSA, he oversaw the agency's adaptation to the multi-polar challenges posed by the end of the Cold War, delivering worldwide intelligence and information security services to the White House, Cabinet officials, Congress, and a wide range of military and civilian intelligence clients. He was also a member of the Director of Central Intelligence's senior national intelligence leadership team, which dealt with key programmatic and substantive foreign intelligence matters, during the same time period. Mr. McConnell has twice earned the nation's top honor for service in the Intelligence Community, once by President Clinton and once by President George W. Bush. He has received several of the nation's highest military medals for distinguished service. He was also the Chairman and Chief Executive Officer of the Intelligence and National Security Alliance (INSA). He is the 2011 recipient of the INSA's William Oliver Baker Award, which is given out every year for outstanding intelligence and national security service. Mr. McConnell possesses an M.P.A. from George Washington University, as well as a B.A. in Economics from Furman University and degrees from the National Defense University (Global Telecom) and the National Defense Intelligence College (Strategic Intelligence). Mr. McConnell has received three Honorary Doctorate degrees, the most recent from George Washington University in 2008. He is a member of Phi Beta Kappa.
