Barbara Hackman Franklin is the President and Chief Executive Officer of Barbara Franklin Enterprises, a Washington, DC-based private international consulting organization. She is corporate governance, auditing, and financial reporting specialist who advocates for and advises American firms doing business in overseas markets, particularly China. She achieved the aim of growing American exports as the 29th Secretary of Commerce in President George H.W. Bush's administration, with a focus on market-opening policies in China, Russia, Japan, and Mexico. Her visit to China in 1992 restored trade relations and lifted one of the restrictions placed by the US in the aftermath of the 1989 Tiananmen Square events: the prohibition on ministerial communication. Secretary Franklin has served on the boards of directors of fourteen public businesses, including Aetna, Inc. and The Dow Chemical Company.
