William Black Biography

Bill Black teaches law and economics as an associate professor. From 2005 to 2007, he served as the Institute for Fraud Prevention's executive director. At Santa Clara University, where he was also the distinguished scholar in residence for insurance law and a visiting professor at the Markkula Center for Applied Ethics, he previously taught at the LBJ School of Public Affairs at the University of Texas at Austin and there. Professor Black served as the Office of Thrift Supervision's senior deputy chief counsel, the FSLIC's deputy director, the Federal Home Loan Bank of San Francisco's SVP and general counsel, and the Federal Home Loan Bank Board's litigation director. He was the National Commission on Financial Institution Reform, Recovery, and Enforcement's deputy director. The University of Texas Press published his book "The Best Way to Rob a Bank is to Own One" in 2005, and it has been hailed as "a classic." Professor Black recently worked with the World Bank to create anti-corruption strategies and assisted OFHEO in its enforcement case against the former senior management of Fannie Mae as an expert witness. He teaches courses on Latin American development, public finance, antitrust, law, and white-collar crime.
