He was born in 1955 graduated Computer Application Department of Northeastern University (was Northeastern China Institute of Technology) in 1980. Liu was the first man with a doctorate degree in computer application that China ever cultivated. He was employed as a professor at the age of 33 one of the youngest in the country during the period. Liu served as president of Shenyang Neusoft Software Co. Ltd. and concurrently as vice-president of Northeast China University. He also served as deputy director-general of the China Software Industry Association and the China Internet Association.
