Todd Harrison Biography

Todd Harrison is a senior scholar in the CSIS International Security Program and the head of defense budget analysis. He oversees the Center's initiatives to conduct thorough, unbiased research and analysis on matters pertaining to the defense budget. Along with other important matters of national security, he also offers authoritative opinions on space security. Mr. Harrison worked as a senior scholar for defense budget studies at the Center for Strategic and Budgetary Assessments before joining CSIS. He has written several books on the cost of the conflicts in Iraq and Afghanistan as well as trends in the total defense budget, defense procurement, military compensation, military preparedness, and nuclear force costs. He routinely contributes to print and television media, as well as Fox News, CNBC, CNN, NPR, and Al Jazeera English. In addition to instructing classes on the defense budget at George Washington University's Elliot School of International Affairs and military space systems at Johns Hopkins University's School of Advanced International Studies, he has given guest lectures for a number of organizations. He was listed as one of the Defense News' 100 Most Influential People in U.S. Defense and is a term member of the Council on Foreign Relations. In his previous position, Mr. Harrison helped customers from throughout the Department of Defense by examining the difficulties associated with modernization activities and measuring the effectiveness of acquisition programs. Prior to joining Booz Allen, he developed cutting-edge space systems and technologies for the aerospace sector and served as a captain in the U.S. Air Force Reserves. His degrees in aeronautics and astronautics from the Massachusetts Institute of Technology include both a B.S. and an M.S.
