During his tenure as the Chairman of TRAI, Garg was instrumental in implementing several important regulatory measures, including implementing the National Do Not Call Registry to curb unsolicited telemarketing calls and revising regulations related to mobile number portability. Garg holds a Master's degree in History from the University of Delhi and a Master's in Public Administration from Harvard University.
