On October 1, 2005, Luis Alberto Moreno was elected President of the Inter-American Development Bank. On July 6, 2010, he was re-elected to a five-year term by the Bank's Board of Governors during a special meeting. Moreno is also Chairman of the Board of Executive Directors of the Inter-American Investment Corporation (IIC) and Chairman of the Multilateral Investment Fund's Donors' Committee as President of the Bank (MIF). Moreno served as Colombia's Ambassador to the United States for seven years before joining the IDB. During his time in Washington, Ambassador Moreno oversaw a significant improvement in Colombian-US ties. His most significant accomplishment was securing strong bipartisan support in the United States Congress for the approval of more than $6 billion in US aid programs for Colombia. These funds have led to a significant improvement in Colombia's security and economic status. Moreno had a remarkable career in Colombia's governmental and commercial sectors prior to his appointment as Ambassador. He worked as a representative for the Andean Region of WestSphere Capital, a private equity firm focused on Latin American investment possibilities, from August 1997 to July 1998, just before his appointment in Washington. From November 1994 until August 1997, he worked as a senior advisor for the Luis Carlos Sarmiento Organization, Colombia's largest banking and financial conglomerate with over $10 billion in assets. Moreno served in the Colombian government in a number of senior positions from 1991 to 1994, during President César Gaviria's term. Moreno served as President of the Instituto de Fomento Industrial (IFI), the Colombian government's industrial financing organization and a holding company for several of the country's major state companies, from December 1991 to July 1992. Moreno oversaw a successful privatization initiative as director of IFI and established new financing mechanisms for private businesses to benefit from the Gaviria administration's economic liberalization strategy. He was appointed Minister of Economic Development in July 1992. He directed the formulation and execution of Colombia's industrial policy and competitiveness plan throughout his term, modernizing the Ministry and its subordinate agencies. He oversaw a portion of the government's social investment portfolio, including the low-income housing plan. He was appointed to lead Andrés Pastrana's Presidential Campaign after leaving the Ministry in January 1994. Moreno was previously the Executive Producer of the news show "TV Hoy." During his employment, "TV Hoy" was awarded the "King of Spain Prize" for journalistic achievement, which is the Spanish equivalent of the Pulitzer Prize. Moreno has won some of the greatest medals and distinctions bestowed by the Colombian state and private sector during his career, including the "Orden de Boyacá en el Grado de Gran Cruz," Colombia's highest honor, bestowed by the President of Colombia on August 2, 2002. President Moreno was also honored with the 2012 Clinton Global Citizen Award for Public Service Leadership. Moreno has been a guest speaker at a range of academic, political, and economic venues in the United States, Latin America, Asia, and Europe, and his works have appeared in various newspapers and journals. Moreno graduated from Florida Atlantic University with a bachelor's degree in business administration and economics in 1975 and an MBA from Thunderbird University's American Graduate School of International Management in 1977. He was given a Neiman Fellowship by Harvard University to study there from September 1990 to June 1991 for his excellent achievements in the field of journalism.
