Maggs worked as a senior correspondent in Washington for the New York-based Journal of Commerce, a daily business newspaper, before joining National Journal. He covered international trade talks and summit meetings as the main international economic correspondent, reporting frequently from Europe, Latin America, and East Asia. The trade conflicts between the United States and Japan in the 1990s, the North American Free Trade Agreement, and the establishment of the World Trade Organization were all major stories. He sponsored lunches for newsmakers and other guests as a member of the National Press Club's board of governors, which were carried on television and radio. He assisted in the production of a documentary about money in politics for PBS' Frontline series, among other freelancing work.
