H. Carl McCall Biography

From May 1993 to December 2002, he was the Controller of the State of New York. As the State's Chief Fiscal Officer, he was in charge of governmental and financial supervision, as well as pension fund administration. Mr. McCall was the only trustee of the 880,000-member State and Local Retirement Systems, and he was in charge of investing a pension fund worth more than $100 billion. The fund's worth more than quadrupled under his supervision. Simultaneously, the fund began a push to enhance corporate governance through regulation, legislation, and direct interaction with businesses. Mr. McCall also convened a group of institutional investors to launch a ground-breaking campaign to remove Wall Street conflicts of interest and safeguard investors. Mr. McCall has a remarkable public service career. From 1991 to 1993, he was President of the New York City Board of Education, where he established policy for the nation's biggest school system. He was a New York State Senator representing the upper Manhattan district of New York City for three terms, an Ambassador to the United Nations, a Commissioner of the Port Authority of New York and New Jersey, and the Commissioner of the New York State Division of Human Rights. Mr. McCall served as Vice President of Citicorp/Citibank from 1985 until 1993. Initially, he was in charge of retail operations in New York City, and subsequently, he was in charge of state and municipal government relations. Mr. McCall served on the board of the New York Stock Exchange from June 1999 until September 2003. He was Chairman of the board's Audit and Finance Committee, Co-Chairman of the board's Committee on Corporate Accountability, which enacted new listing standards requiring corporations to strengthen their corporate governance, and served as Lead Spokesman and Lead Director at the Exchange in August-September 2003. Mr. McCall joined Tyco International's newly restructured Board of Directors in February 2003. He now serves as the Vice Chairman of HealthPoint, a private equity business that invests in the healthcare industry. Mr. McCall belongs to the Council on Foreign Relations. He went to Dartmouth College, Andover Newton Theological Seminary, and the University of Edinburgh for his education. Mr. McCall is married to Dr. Joyce Brown, President of the Fashion Institute of Technology (F.I.T.) of the State University of New York in New York City.
