Christine C. Quinn has dedicated her career in public service, advocating for policies and services that are essential to New Yorkers' lives. Chris began his career as a housing activist, assisting low-income renters in remaining in their homes and safeguarding affordable housing. Chris works closely with the NYPD to combat hate crimes as the director of the Gay & Lesbian Anti-Violence Project. Chris has been a member of the City Council for Manhattan's lower west side since 1999. Chris, who was elected Speaker in 2006, has negotiated on-time, balanced City budgets while also cutting government expenditure and averting firehouse closures, teacher layoffs, and service cuts. Quinn has tried to discover creative and cost-effective strategies to stimulate employment growth. She has been an outspoken advocate for the abolition of unjust taxes, notably the double taxation of freelancers and sole entrepreneurs. She has pushed to remove needless regulation on small companies and established a scheme that has significantly lowered the average wait time for government inspections for new firms. She has sought to diversify our economy by investing in high-growth industries such as health care and food production. Chris has also assisted our city in developing an innovative economy through tax incentives and efforts to encourage new enterprises in the five boroughs. Quinn, a long-time supporter of affordable housing, has restored incentives for developers who construct affordable homes. Tenant safety is a key priority — Speaker Quinn introduced legislation that would allow landlords to be prosecuted if they threatened renters or disrupted critical services, as well as require landlords to fix hazardous properties. Her innovative Homes Asset Renewal Program has converted unsold condominiums into middle-income housing. Speaker Quinn has long supported for early childhood education investment and has sought to extend the City's universal Pre-Kindergarten program. She has also worked tirelessly to improve our middle schools, and at her urging, the Department of Education has sponsored creative new initiatives at the city's most in-need middle schools. Quinn and the Council pioneered the environmental movement by enacting the nation's first legislation mandating manufacturers to collect and recycle electronic trash, as well as enacting legislation creating a plastic bag recycling program. In addition, Quinn has introduced legislation to increase energy efficiency in major commercial buildings, which will lower the city's carbon impact. Quinn, the City Council's first openly homosexual Speaker, has worked extensively on themes of justice and equality. She rose to prominence as a major advocate for marriage equality in New York State, and she has made combating hate crimes a priority. Speaker Quinn enacted legislation prohibiting harassment at reproductive health facilities and revealed anti-abortion front groups masquerading as family planning clinics. She oversaw a public-private collaboration that provided free HIV testing to tens of thousands of public hospital patients. Quinn recently worked with immigrant rights organizations to halt an injustice at Riker's Island that was handing over innocent immigrants to the INS and separating families. Quinn has spent a significant amount of time working to increase access to nutritious food and eliminate hunger. She has increased access to food stamps for people in need and ensured that they may be used to purchase fresh vegetables in Greenmarkets around the city. She just declared her campaign for mayor of New York City. Quinn lives in Chelsea with her wife, Kim Catullo, and their two dogs.
