Carol Naughton Biography

Carol Naughton, a founding staff member of Purpose Built Communities, has been a leader in comprehensive community regeneration for more than 20 years. She is responsible for overseeing the consulting teams that assist revitalizations in more than 20 communities, as well as the teams assessing prospects in more than 35 more locations, including many in metro Atlanta, in her capacity as President. She ensures that clients are devoting their time and money to the activities that have the most effect in their communities, and she represents Purpose Built Communities at conferences and events around the country. Warren Buffett, Ben Bernanke, the White House Office of Neighborhood Revitalization, the Urban Land Institute, Mutual of America, Wells Fargo, Bank of America, the Education Trust, the Low Income Investment Fund, the San Francisco Federal Reserve Bank, and the Secretaries of the US Departments of Housing and Urban Development have all praised her work. Carol was the Executive Director of the East Lake Foundation, the community quarterback that created and continues to implement the community revival plan that Purpose Built Communities is tasked with duplicating throughout the country. She played a key role in establishing and nurturing cross-sector partnerships in wellness and education, including the city's first public charter school. The East Lake Foundation was named a Global Award of Excellence Winner by the Urban Land Institute in 2003, thanks to her leadership. Prior to joining the East Lake Foundation, she worked for the Atlanta Housing Authority as General Counsel and Deputy Executive Director for Legal and Nonprofit Affairs, where she was a key member of the leadership team that took AHA from near-bankruptcy to national recognition as a sophisticated, progressive sponsor of affordable housing programs and community development. Carol was a key figure in the development of the legal and financial framework for mixed-income housing at AHA. Carol worked in the real estate group at Sutherland, Asbill & Brennan before joining AHA, where she primarily represented developers, lenders, and asset managers. She is Vice-Chair of the Low Income Investment Fund's (LIIF) Board of Directors, a member of the Build Healthy Places Network's Board of Advisors, and a member of LOCUS' national steering committee. She is also a member of Leadership Atlanta's 2016 class. She is a graduate of Emory University School of Law, where she served as Executive Editor of the Emory Law Journal and received an AB in Political Science with honors.
