Amy Hess Biography

In February 2020, Mayor Greg Fischer named Amy Hess as the Chief of Public Services for the Louisville Metro Government. The Louisville Division of Fire, Department of Corrections, Emergency Services, Facilities and Fleet, Public Works, and Animal Services are among her responsibilities. Ms. Hess formerly worked for the Federal Bureau of Investigation (FBI) as a Special Agent for over 29 years. She began her career investigating violent crimes, gangs, and drug trafficking groups at the Kansas City field office. She was also a member of that office's Evidence Response Team, which reacted to the 1995 bombing of Oklahoma City's Murrah Federal Building, and testified in Timothy McVeigh's trial. She was sent to the Louisville field office in 1999, where she worked on domestic terrorism cases before being promoted to Supervisory Special Agent. She also served as a Principal Firearms Instructor, oversaw the FBI's counter-terrorism planning for the Kentucky Derby Festival and other special events, and administered the office's command post following the September 11, 2001 attacks. She also established and led the office's first Joint Terrorism Task Force. Hess served in the FBI's Inspection Division, National Security Branch, International Operations Division, and Operational Technology Division over the next 18 years holding successive leadership positions in Tucson, Memphis, and Washington, DC; deployed to Afghanistan as the FBI's On Scene Commander; and served in the FBI's Inspection Division, National Security Branch, International Operations Division, and Operational Technology Division. She was elevated to Executive Assistant Director of the Science and Technology Branch in 2014, having responsibility for the FBI Laboratory, Criminal Justice Information Services, and Operational Technology Division, which employs over 4,000 people and has a budget of more than $630 million. She returned to Louisville in 2016 as Special Agent in Charge, where she handled the pursuit and arrest of fugitive Eric Conn and was honored “Woman Making a Difference” by Louisville Business Women First in 2018. Her FBI career came to a close when she was assigned to the Criminal, Cyber, Response, and Services Branch as Executive Assistant Director. She reported to the Deputy Director and oversaw all of the FBI's criminal and cyber investigations, overseas operations, victim services, and critical event emergency preparedness across the world as the agency's highest-ranking woman. Hess, a native of Jeffersonville, Indiana, graduated from Purdue University with a bachelor's degree in aeronautical and astronautical engineering. Robert Novotny, her husband, retired from the FBI in 2004 after nearly 33 years of service.
