Admiral Mike Mullen was the Joint Chiefs of Staff's 17th Chairman (2007-2011). He served as the chief military adviser to Presidents George W. Bush and Barack Obama, as well as two Defense Secretaries. He oversaw the conclusion of the combat operation in Iraq and the formulation of a new military plan for Afghanistan during a critical moment of change. He pushed for the fast development and deployment of novel technology, championed developing and long-lasting international alliances, and promoted new terrorism-fighting tactics, all of which led to Osama bin Laden's death. He was the driving force for the repeal of Don't Ask, Don't Tell as Chairman of the Joint Chiefs of Staff. He also effectively led the Joint Chiefs of Staff's matrix, consensus-based, complex organizational architecture. Mullen has extensive expertise in executive development and succession planning, diversity implementation, strategic planning, long-term planning, budget policy, legislative relations, risk management, technical innovation, and cyber security. In his significant leadership capacities as a valued counselor to both President Bush and President Obama, he is largely regarded as an honest broker. He has good working ties with world leaders. He and his wife, Deborah, continue to be outspoken supporters of veterans and their families on a variety of issues, including bringing public awareness and institutional attention to issues such as post-traumatic stress disorder, combat-related brain injury, military suicide, wounded care, and veteran homelessness. Mullen, a Los Angeles native, graduated from the United States Naval Academy in 1968. He held positions of command in the Navy at all levels, including three ships, an aircraft carrier combat group, and a fleet. His final four-star appointment was over NATO in Europe. His fleet experience led to his appointment as the Navy's 28th Chief of Naval Operations, the highest-ranking officer in the service (2005-2007). Mullen obtained a master's degree in operations research from the Naval Postgraduate School and attended the Harvard Business School's Advanced Management Program.
