Victor served as the organization's previous president. Larta Institute is a pioneer in the commercialization of technology from important federal institutions, including the National Science Foundation and the National Institutes of Health. Liquidity Corporation, a water purifying business supported by eminent executives and investors, was co-founded by Victor. He oversaw Veatros' purchase by DivX while serving as the business's chief strategy officer. Veatros is a video search company. He serves as Blue Planet Strategies' Chief Strategy Officer, a firm that boosts copper mining output. Victor formerly worked as a corporate lawyer for Irell & Manella and the global law firm of Mayer, Brown & Platt on technology-related cases. Victor has a broad range of legal experience, including negotiating multibillion-dollar mergers and acquisitions, public and private equity and debt, and venture capital investments. Victor holds an A.B. from Harvard University and has also provided advice on a variety of new technology concerns, including software development, telecommunications, multimedia, intellectual property, and the Internet. studying computer science, computer architecture, and operating system design in addition to government with honors. He received a J.D. from the University of Chicago's Law School. He worked in national politics from 1995 to 1997 before being hired as a legal clerk in the General Counsel's office of the U.S. Agency for International Development. Victor is a member of the Republic of Kazakhstan's International Science and Commercialization Board. Victor was selected for the Nanotechnology Blue Ribbon Task Force in California. A Marshall Memorial Fellowship, a program for aspiring transatlantic leaders, was given to Victor. For the National Science Foundation and the State of California, Victor has examined grant funding in fledgling companies. He has provided testimony to the California Senate and Assembly about technology policy. His views have been quoted in several publications, including The New York Times, The Wall Street Journal, and the Los Angeles Times. He was a member of the American Bar Association's International Banking and Finance Committee steering committee. He is a co-author of numerous publications, including Hollywood Unstrung (Entertainment in a Wireless Age), Sand Dollar Report (An Analysis of Venture Investing), "Selected Developments in Federal Securities Law and California Corporate Law," Business Law Section of the State Bar of California, and many others.
