Tom G. Palmer Biography

Senior Fellow of the Cato Institute and the head of Cato University, the organization's educational division, is Tom G. Palmer. Palmer oversees the creation of operational programs in 14 languages and the management of programs for a global network of think tanks as executive vice president for international programs at the Atlas Economic Research Foundation. Prior to joining Cato, he served as a vice president of the Institute for Humane Studies at George Mason University and an H. B. Earhart Fellow at Hertford College, Oxford University. He routinely delivers lectures on political science, public choice, civil society, and the ethical, legal, and historical underpinnings of individual rights throughout North America, Europe, Eurasia, Africa, Latin America, India, China, and throughout Asia, as well as the Middle East. In scholarly journals like the Harvard Journal of Law and Public Policy, Ethics, Critical Review, and Constitutional Political Economy as well as in periodicals like Slate, the Wall Street Journal, the New York Times, Die Welt, Caixin, Al Hayat, the Washington Post, and The Spectator of London, he has written reviews and articles on politics and morality. Realizing Freedom: Libertarian Theory, History, and Practice, published in 2009, and The Morality of Capitalism, released in 2011, are both written by him. Palmer earned a liberal arts B.A. from St. Johns College in Annapolis, M.A. in philosophy and politics from The Catholic University of America in Washington, D.C., and his doctorate in politics from Oxford University.
