About Ted Piccone

Ted Piccone Biography

Ted Piccone is a senior fellow in Brookings' Foreign Policy program's Project on International Order and Strategy and Latin America Initiative. His research focuses on developing powers, international affairs, emerging democracies, human rights, and U.S.-Latin American relations, notably Cuba. Before this, he worked for the Foreign Policy program as its deputy director from 2008 to 2013 and interim vice president and director from 2013 to 2014. The planned book "Five Rising Democracies and the Fate of the International Liberal Order" was written by Piccone (Brookings Institution Press, 2016). For eight years, Piccone worked as a senior foreign policy adviser for the Clinton administration, holding positions in the National Security Council, the Office of Policy Planning at the State Department, and the Office of the Secretary of Defense at the Pentagon. In addition, Piccone served as the executive director and co-founder of the Democracy Coalition Project from 2001 to 2008, a research and advocacy group devoted to advancing worldwide cooperation for democracy and human rights. He also served as the Club of Madrid's Washington office director and is still an advisor for the organization, which unites more than 70 former presidents of state and government to promote democracy across the world. In addition to serving as Bob Edgar's press secretary from 1985 to 1987, Piccone worked as an attorney for the United Nations Truth Commission in El Salvador from 1992 to 1993. Piccone has written or edited several books and articles on foreign policy, Latin America, and human rights topics. The success of this system at the country level is examined in his book "Catalysts for Change: How the UN's Independent Experts Promote Human Rights" (Brookings Institution Press, 2012), which also suggests how to make it stronger. His current study focuses on how five emerging democracies are changing the global democracy and human rights order. Piccone earned a law degree from Columbia University, served as editor-in-chief of both The Jailhouse Lawyer's Manual and the Columbia Human Rights Law Review and a bachelor's degree in history from the University of Pennsylvania.
