Steve acquired a national reputation for government innovation during his two tenure as Mayor of Indianapolis. He changed the delivery of local services as Mayor of America's 12th largest city. His attempts to regenerate urban areas by forming alliances with community organizations have been cited as a national model. More crucially, previous to his time as Mayor, he was the District Attorney for Marion County for 12 years, where he spearheaded a nationwide movement to raise the issue of child support. These activities, which included pioneering efforts in automation, parenting initiatives, and collecting, earned him several national prizes. During his tenure, collections climbed from $900,000 to over $40 million per year.
