David Hawkins Biography

David Hawkins is director of climate programs at Natural Resources Defense Council. The Climate Center focuses on advancing policies and programs to reduce the pollution responsible for global warming and works with Congress to design a legislative mechanism that will slow stop and reduce the emissions of global warming pollution. In 1977. Hawkins was appointed by President Carter to be Assistant Administrator for Air Noise and Radiation at the Environmental Protection Agency. During his time at EPA he was responsible for initiating major new programs under the 1977 Amendments to the Clean Air Act. With President Reagan’s election in 1981 Mr. Hawkins was appointed to co-direct the Natural Resources Defense Council’s Clean Air Program.
